Appropriately early identification of objects or areas (attractors) that attract assassins' attention in the process of creating the scenarios of preventive actions (counter terrorism planning), can minimize the risk level of certain events occurrence (for instance terrorist attack) to a considerable degree. The actions can be based on determining the probability of a certain event occurrence on account of the "threat potential" that characterizes the features appearing in a given space. The authors suggest the use of "threat's matrix" as a useful tool to identify spatial threat's attractors in the process of using the given probabilities. The matrices link geoinformation data that characterize given objects or areas with the values of given events occurrence probability ascribed to them. Additionally, the authors present the use of spatial aggregation methods as a proper tool to cartographic illustration of the results of anti crisis analyses, including the counter terrorist analyses.

Evacuation is a key aspect of crisis management, which is intended to protect civilians in life-threatening situations. In a situation where the operations include extremely diverse urban space; traditional modeling methods do not always give satisfactory results. This paper presents the possibility of using cellular automatons to model the process of evacuation in the event of a terrorist attack. The work uses GIS software with processing and visualization of Geo-spatial data. As a result of these considerations, we have developed a dynamic model of evacuation in the city of Olsztyn based on simple rules and taking into account the local interaction.

AbstractShow abstract
The paper presents the possibility of using genetic algorithms to predict the state of urban space. The potential crisis center is being built not only on the basis of the items in a given area, but also takes into account the neighborhood and the possibility of its impact. This study make it possible to identify major trends and processes in the transformation of the urban fabric in relation to the risks. Analysis of the relationships and dependencies between different areas of potential risk with the use of genetic algorithms can predict the potential impact of individual urban areas between them. This gives you the opportunity to create a dynamic system threats.

On the basis of art of war information is "a single fact or group of facts (data) that have been gained (acquired) by the forces and means of recognition. It is a escription of the state of affairs occurred at a specific time and space. Information is defined as raw facts described in any way and linked to other partial information, which analyzed by reconnaissance headquarters cells define reconnaissance information [Regulamin działań... 2008]. Police practice shows that the main problem for making a rational decision by the commander are primarily informational constraints on both access to information and processing capabilities, one of the most important components of the ultimate success of the team in action is a suitable quality of information and decision-making processes. Certainly, the quality of these processes is determined by the following elements: a wellfunctioning information system with a well-designed structure, information and efficiency of its acquiring, constant control of regulatory and situational processes and shortening conceptual work. That is why in organizations and institutions such as the Polish police, where existence of which is conditioned by the ability to process the information, efficient and fast information processing becoming increasingly important.

A multidimensional nature of analyses carried out in police is attributed to the complexity of relevant issues. Each decision-making process, preceded by an in-depth analysis, requires a reference to its conclusions, which should be professionally documented and comprehensible to their receipients. A map and spatial aspect are certainly necessary to each analysis, in particular, to the visualisation of its outcome. A lassic example and point of reference can be criminal analysis, which originated in the police, and how it ranks within an organisational structure and area of activities performed by particular services. Carried out for over a decade, criminal analyses reveal the need for geocodified data to be located in space or for those which can be located approximately on the map. The article provides general information about criminal analysis in Poland and presents in detail the functionality of analytical applications (Analyst's Notebook and iBase) used by police and other law enforcement agencies. The context of the above-mentioned has been presented as compared to the use of GIS map and tools.

The organised crime as a social and economic phenomenon already a long time ago crossed and still crossing national borders as well as legal boundaries. The range and scope of its activity is defined by the adjectives: cross-border, international. Criminal groups are increasingly obtain illegal incomes reaching the amounts of billions in different places around the world. The problem is how to transfer or move the illegal money to the recipients, beneficiaries or places further used by the criminals. The official and legal channels of transfers (banks, money remittances institutions) are effectively controlled by governmental and law-enforcement agencies, which mostly prevent their use by international criminals. In such conditions, organised crime starts to lead the transfer of funds directly using cash couriers carrying money to the designated location. The article describes the dealings of illegal, criminal cash transfers for the purposes of organised groups. The cases of disclosure of illegal transporting the money are described and bears with the details of the perpetrators modus operandi. The paper also contains activities and initiatives undertaken in order to detect and prevent the phenomenon of illegal transfer of funds from and intended for criminal activities. The authors draw attention to the possibility of using geospatial analysis in this area, the more the need to find new solutions to inhibit the flow of criminal money.

The article is concerned with the matter of antiterrorist units combat operations and necessities of properties maximum amount of possibile information by their officers. There are 17 antiterrorist units In Poland which execute tasks in the area of whole country. This information will be taken advantage for preparation and realization tasks that stand before that units. It indicates in such context capability of utilization of geographic information systems and use them for spatial analysis conducting and geting desirable geographic informations about planned operation area.
