For many years GIS technology is used successfully in the land use management. Year by year we can observe more examples of GIS implementation in the municipalities and local governments in Poland. It is also expressed by numerous scientific conferences, trainings (INSPIERE Academy) and finally inviting bids for the GIS developments. The paper presents an example of using a spatial database for the municipalities Kobyłka and Wolomin to optimize the communication network of public transport. Nowadays it is urgent to solve communications problems in small towns which are close to big cities. The structure of employment is focused to big cities which naturally attract people from neighboring towns. In order to reduce migration and traffic jams it is very important to organize new communication links. Investing in the communications is extremely cost effective for local governments. That's why we take a look at network analysis applications in order to properly construct a communication network using GIS technology.

Rural development is a particularly important branch of the European Union policy. This is mainly because over half of the population of the member states of the European Union live on rural land, which accounts for 90% of its area. Rural development programme is one of the priorities of the European Union Policy. Both the Rural Development Plan (RDP 2004-2007) [Plan Rozwoju Obszarów Wiejskich...2004) and Programme (RDP 2007-20l3) [Plan Rozwoju Obszarów Wiejskich...2007) are documents which set out the goals, principles and priorities of supporting rural development in countries. This paper aims to present the similarities and differences between the Rural Development Plan for the years 2004-200 , and a currently valid document, i.e. the Rural Development Programme for the years 2007-20l3, as well as to analyse the consumption of funds from those programmes by the provinces of Poland.

The aim of paper was natural and cultural evaluation of Zemaitijos National Park. The park is located on north-west part of Lithuania. The research was done in 20l0. Methodology included field and indoor studies. Zemaitijos National Park was divided into landscape unities. Natural and cultural evaluation was made according to Żarska method [2005). It was formulating criteria and bonitation points. It was distinguished areas with very high, high, and medium natural and cultural values [without areas with low values) on Zemaitijos National Park.

The paper presents demographic processes taking place in three communes adjacent to Wroclaw Dlugoleka commune, Czernica commune and Siechnice commune. The socio-economic development is also denominated by analyzing many functional aspects of the commune and its inhabitants. The development is described by prognostic features that are chosen according to a specified criteria. Attempts are made to demonstrate a relationship between human capital and local development.

The article is an attempt to discuss what components are available for road administration, what tasks it has to carry out and where it can find funds to carry out those tasks. With the accession to the European Union structures, the portfolio of possibilities for fund sourcing has been broadened and road authorities try to use them to the fullest extent.

An attempt to evaluate urban park spaces in the city of Olsztyn (NE Poland) was made in the present study. The evaluation criteria were as follows validity of inventory data, vegetation cover condition, functions of the park spaces, ecological and environmental values of park vegetation. It was found that 7 out of l2 analyzed parks need modernization and changes in management strategies so as to optimize their usefulness.

Questionnaires are a popular tool in surveys assessing the value and availability of space. The correctness of survey results has to be analyzed during the statistical processing of questionnaire data. This study proposes a paired comparison method for evaluating natural and anthropogenic resources that support recreation planning in the region of Warmia and Mazury. The gathered data have been analyzed in view of the consistency coefficient of individual questionnaires and the coefficient of concordance determined for the entire group of experts. The proposed methodology relies on statistical formulas developed by Kendall. A list of key attributes for recreation planning in the analyzed area has been developed. Statistical methods were deployed to validate the analysis of consistency and concordance of questionnaire data.

Xerothermic grasslands on the chalky slopes deviding arable fields near Zamość (South Poland) were subject in 2OO4-2OO5 to phytosocioligal investigation with the Braun-Blanquet method. The study area is dominated by the Inuletum ensifoliae association of the Festuco-Brometea class. Two variants of the association were distinguished (l) the initial one, developed on the fields abandoned long time ago, with weak presence of Inula ensifolia and more abundand Linum flavum, and (2) the typical one, well established, floristically richer, with abundand Inula ensifolia. Three other associations representing Trifolio-Geranietea sanguinei, with Trifolium rubens, Vincetoxicum hirundinaria and Peucedanum cervaria, as well as one of Rhamno-Prunetea, with Cerasus fruticosa, occurred on a very small part of the area in patches under 25 m2. Cessation of extensive grazing and mowing several years ago has caused expansion of trees and shrubs of Rhamno-Prunetea class a major threat to the studied xerothermic communities. In addition they are being enriched in nutrients leached-out and running down the slope from the arable fields in the upper range.

Process of localization of investments in suburban area of Olsztyn considers potential of area next to the city boundaries. Investors decide with particular consideration of spatial, social, economic, legal and environmental conditions of area and investment. The investment process affects changes in local real estate market, spatial and usufruct structure, technical and social infrastructure. Dynamic development of suburban area is an important condition of potential investor's decision, even though it is particularly caused by an impact of investments on the local market, society and space. The main purpose of analysis is to reveal changes in local real estate market, spatial structure and infrastructure in a period from 2OO to 2OO9 as an effect of investments localized in suburbs of Olsztyn. This paper reveals part of investment process in creation of area development in spatial, economical and social dimension.
