TitleTHE APPLICATION OF FUZZY FUNCTIONS AND MULTI-CRITERIA ANALYSIS FOR THE PURPOSES OF DRAFTING DIGITAL SOIL-AGRICULTURAL MAPS
AutorAnna Bielska, Joanna Jaroszewicz
Pages5–15
Keywordssoil agricultural maps, fuzzy functions, multi-criteria analysis
AbstractShow abstract
Information included in soil-agricultural maps at a scale of 1:5,000 can be used for the purposes of drafting other documents, such as soil quality and agricultural suitability maps that facilitate comparative valuation of plots in land consolidation proceedings. This study focuses on monographic review of existing literature on application of fuzzy functions and multi-criteria analysis for the purposes of drafting digital soil maps, as well as on presenting the possible application thereof in Polish conditions. The obtained results indicate that it is necessary to develop a system of geographic information on soils, which should contain data on soil agricultural suitability complexes and on soil properties. Development of such a system requires application of digital soil modeling techniques based on fuzzy set theory and on fuzzy logic, as well as introduction of continuous classification of complexes – which will facilitate reproduction of the continuous nature of soil changes in the geographic space and in the attributes space. Such material could constitute the basis for other analysis – e.g. analysis performed during land valuation process, where the reliability of data would ensure more credible results.

TitleDATEBASE OF SELECTED PARKS IN BYDGOSZCZ
AutorJolanta Błędzka, Małgorzata Sztubecka, Jacek Sztubecki
Pages17–26
KeywordsLIS, database, park
AbstractShow abstract
Archiving of data and its subsequent update brings with it need to create the database. Land Information Systems (LIS) are characterized by description of a large scale with a high degree of detail. These requirements fulfill the park areas. The paper presents the use of LIS in the creation of databases for selected urban parks in Bydgoszcz to inventory their trees. Creation of a spatial database required a preliminary of situation measurement and works related to determines of tree species and dendrometric measurement in parks. Discusses steps of creation databases and characterized selected parks and shows compile database. Sample analysis and final summary confirm the utility of this type of implementation.

TitleTRENDS OF AGRICULTURAL AND FOREST LAND USE CHANGES IN POLAND
AutorBarbara Prus
Pages27–40
Keywordschange in land use, land use
AbstractShow abstract
Increasing urbanization leads today to changes in the functional structure of rural areas. In these areas, on the basis of planning studies prepared in the framework of the local land-use planning, we can see regular growth of areas earmarked for non-agricultural and non-forest. Areas used for agriculture at the expense of increasing the surface built-up areas and forest areas. According to the Law on protection of agricultural land and forests for non-agricultural and non-forest areas should be used for non-productive, in the absence of areas with the lowest suitability for agricultural purposes. Due to the continuous growth of built-up area of the surface area is reduced "the most useful to the building". As a result the process can be observed by the displacement of agricultural function housing development, service, industrial function. In addition, the Law amending the Law on the protection of agricultural land and forest land in 2009 abolished the obligation to obtain permission for change of land use for non-agricultural and non-forest administrative areas of cities. The paper presents an analysis of the results of surveys conducted for municipalities in Poland in terms of agricultural land-use change and forestry for other purposes. The study included the reassignment made in local development plans, the findings of studies of conditions and directions issued by the zoning decisions of the terms of built environment and land use. The study, based on the results of polls, "Spatial planning in the municipalities", the Central Statistical Office, presented the dynamic growth of reassignment of cases for non-agricultural land and forest in the period 2004-2010.

TitleSCOPE OF USE OF SIP FOR THE NEEDS OF ECONOMY OF LAND
AutorMaria Wojtas
Pages41–52
KeywordsSIS, sources of information regarding the land, property management
AbstractShow abstract
SIS includes the process of acquiring, processing and sharing data regarding spatial objects. SIS in its simplest version, as well as its most advanced one, enables efficient management of space, supports decision-making processes and increases efficiency. Given the wide range of SIS applications, we notice that it is used by many industries. These are: spatial planning, environmental protection, cadaster of real estate, technical infrastructure, social infrastructure, real estate management, administration, and many other fields. First part of this paper presents a review of sources of information regarding properties Then the scope of use of SIS for the property management will be presented on the example of the system functioning in Zabrze, which is one of the projects in the field of Information Society, completed within the program e-Zabrze Program of building the information society of the city of Zabrze.
