Over the last decade Poland has transformed into a market-oriented economy based on private ownership. The local land market has been undergoing continuous change since the beginning of 1990s, to finally reach stabilization. The emergence of the land market was one the reasons for the development of the real estate trading system in Poland, which is still subject to ongoing transformations induced by a variety of factors. One of the them is the constantly increasing value of real estates. When expressed in terms of money and compared to the value of other things and objects, this value remains high. It means that the increase in the value of a property, as a valuable thing, affects the increase in the significance of the thing itself. Such a situation is observed in the real estate sector in Poland. This sector is still developing, and today its growth is stimulated by high rates of return on capital invested in the land market. The term „real estate sector” pertains to both private and public property, the latter comprising real estate resources. In Poland the public sector is dominated by two types of resources, namely state-owned and communal, accompanied by real estate resourced managed by local governments at the district (poviat) and province (voivodship) level. Their importance for national economy results from the role played by real estates in the investment processes realized on the land market, as well as in all processes related to social and economic development. The space management process, governed by market principles, requires efficient use of all factors involved. Therefore, the establishment of a market-oriented economy in Poland was followed by adopting certain regulations and guidelines regarding real estate management and planning, so as to ensure that these processes are rational and effective, and that they bring the expected benefits. The Land Management Act of 1997 (Journal of Laws of 2004, No. 261, item 2603 with later amendments) introduced a set of uniform principles to be applied in respect of the use and management of public property resources. The use and management of private property resources is not regulated by any specific provisions. However, they should be governed by similar economic and social rules. The present paper constitutes the second part of a work consisting of two articles published in the current and previous issue of „Acta Scientiarium Polonorum. Administratio Locorum”. The purpose of this work was to determine the main tasks to be realized within the framework of the property resources management process. These tasks are to be performed in the systemic context, i.e. based on the concept of systemic management of communal real estates, proposed by Wiśniewski et al. [2006] and by Renigier & Wiśniewski [2006].

Poland’s housing situation distinguishes her negatively in the group of European countries. In addition to large differences between individual countries, there is also considerable contrast between the largest cities. Łódź has an extremely difficult housing situation compared with other cities. The thesis has been formulated that the housing situation in the country was improved at the cost of Łódź.

The own research results of needs estimation for municipal housing in Olsztyn are presented in the paper. The quantityand and the structure of this application is qualified in the context of local rules and criteria of rendering aid of housing – on the part of the city households with bad financial and housing-conditions. The object of research determined the population of households which folded petitions for the allowance of the muncipal housing resources in Olsztyn, in years 2001–2005. To qualitative detailed analyses, the group 395 households applying for municipal locals in the 2005 year. The methodics of research is leant on questionnaire interview embracing the full number of the examined population. Results quantitative analyses showed successively deepening the divergence among the real application on municipal flats in Olsztyn and with possibilities of his cover. Analyses of the structure of the community of applicants allowed besides for the execution of the qualitative estimation of the realization degree of accepted criteria of rendering of housing aid. Results of introduced empirical research should be used for qualifying of the housing-policy of the city, in this especially during construction of the programme for management of municipal houusing resources.

Polish economic reality in the past 15 years met too many propositions, proclamations, declarations, statements, thesis and projects of the legal act connected with urban regeneration and revitalization. Unfortunately, none of the initiatives gave the intended effect. So, there is still a lack of clearly articulated and well-known legal ways of dealing with the problem. In the paper author shows either the direction of Urban Revitalization Act projects modifications or a critical look at the newest law conceptions in this area. The discussion of modern Polish legal postulates lets to present the shape of organizational and managing issues of the urban revitalization processes and to point out the imperfections of proposed solutions.

In the area of suburb there are different processes and proceedings of special transformations. This processes are mostly planning work, that are aimed at changes in destination of areas and divisions of real estate, which are aimed at adapting these real estate to their new destination. The aim of these analyses is to reveal an impact that administrative decisions which approve projects of divisions have on development of suburbs. The research contain suburbs of Łomża. The scope of research covers the period from 2004 to 2006. The research contains so the scale of the occurrence as its influence on the local real estate market. The main measure of development was a change in the value of new real estate that arose after divisions. As a hypothesis it was assumed that divisions of real estate have an result in an increase in the value of real estate therefore they have an impact on development of suburbs.
