The activity of local authority in the range of the development of the social infrastructure are represented on the example of the city Olsztyn as a capital of Warmia and Mazury. Researches include the period from 2000 to 2005 year. Changes, what happened in this period in each elements of the social infrastructure are analyzed in institutional aspect – legal instruments being in the management of the local autonomy in areas of the management planner, strategic and financial. This what was important for the author was a attempt to find the balance and the meaning of the development of the infrastructure in the growth of the competitiveness of the city, to the improvement of its image and the meaning in the general socioeconomic development of the city.

An object of research was the composition and estimation of the rent policy in communal apartments resources in Poland. In article was presented initial analysis of documents used by responsible organs for procedure of the resource management. Moreover, designated and compared compulsory rates of rent in relation to planned in documents. Obtained results will let on the recognition of rules of qualifying the size of correctory factors the value of rates of the rent for each apartments in the resources in the dependence from: real estate location, locations of the flats in the building, manner of its use, managed business activity and condition of the technical fittings and finishes.

Local economic development is one of the most important spheres of commune activities. Communes operate on their own and independently of other public authorities while realizing their tasks. One of them is attraction of new investments. The article discusses theoretical grounds in the field of the location factors of economic activity and depicts a proposal of new classification of those factors. The empirical part shows the role of commune government in the local economic policy connected with the attraction of new investments. There are also considerations on the real possibilities of attraction of new investments by communes in Poland.

The paper has been aimed at finding agrotourism development opportunities in particular municipalities of Western Pomerania district. A Drzewiecki’s method, comprising seven criteria scale for agro tourism attractiveness for each municipality, was used to valorise recreational space in there. According to Drzewiecki a rural or urban-rural municipality can be regarded as a rural recreational space only if three, out of seven criteria, are met. In case of Western Pomerania region, municipalities happen to meet the criteria of agrotourism attractiveness mainly due to small population density (89% of municipalities), high individual agriculture rate (52% of municipalities), and last but not least, high forest to overall area rate (47% of municipalities). Specifically, 41 municipalities shall be regarded as country recreational space since they meet at least three, out of the seven concerned, criteria. Country recreational space in the Western Pomerania district amounts to 10 700 km2 (47% of the total district area), which is inhabited by 206 000 people (12% of the district population). The area does not provide a compact space, though the agrotourism oriented municipalities tend to conglomerate in Drawskie Lakeland (namely Drawsko, Łobez, and Szczecinek counties), as well as in Goleniów county. Four criteria (maximum) are met, however, only by 14 municipalities of Western Pomerania (zachodniopomorskie) District, most frequently in Drawsko, Goleniów, and Stargard Szczeciński counties.
