Spatial organization of society, economy and state is an effect of a mutual relationship among all the members of a territory. This relationship is created during the process of decision taking. The decision mechanism should contribute to local and regional development. However, it cannot be achieved without the instruments of regional development that limit the powers of local authorities, at the same time showing the necessity of compromising and satisfying the individual expectations and the public good. One of the important instruments of this type is the system of public tenders. Modern management in the public sector obliges cities, parishes and regions to satisfy the community needs in the most effective way and makes it necessary to use the public tender law in contracts concerning services, deliveries or building works. Taking or not taking an action in this respect can seriously influence the spatial organization of a territory or indirectly other institutions and bodies shaping this territory. It is a guarantee of effective spending of public funds. The proper and professional preparation of the tender procedure can be very labour-intensive as it demands a detailed documentation, keeping the deadlines and constructing the right contracts. Nevertheless, it gives a chance of realization of contracts shaping local development. At the same time, it cannot be forgotten that the same actions can cause spatial conflicts and become a barrier limiting the development.

AbstractShow abstract
This paper concerns issues related to a land transformation into an optimum land use condition in the light of functionality and costs, with a focus on creating a concept of spatial information system structure, covering data, characteristics or methods useful in rational space planning management. A diagnosis of space values, based on the Bajerowski’s method of characteristics generating optimum use matrix, is incomplete and insufficient for making decisions based on them, as model comparison units are missing for some land use conditions [Bajerowski 1996]. On the basis of studies carried, it is proposed to add anthropogenic characteristics to this method, and to include rational decision theory and game theory in the comparison units model building, for all values of land functions, using a computer programme as a tool. Studies cover a verification of spatial information system construction functionality, by comparing (comparison units) values of land sold by tender in computer stimulator and by Olsztyn City Council in 2005 and 2006.

Following paper presents specification of the non-typical kind of developmental projects, such as investments into pro-ecological properties. There are many reasons for growing interest in this investing area of the property market, such as reduced taxes, donations and many others preferences used by local governments to support the enterprise. The document describes methodological basics research of efficiency investing into pro-ecological properties including ecological effect, followed by practical verification of these methods on the example of Small Waterpower Station, classified (in respect of a function) as Industrial Properties.

AbstractShow abstract
In this thesis self -survey results were revealed relating to the application of the artificial neural networks used for specifying market models of business premises’ rental rates taken from the selected urban commune’s resource. The research procedure consists in training selected networks with data from the local real estate market, and transforming detected relationships – through the agency of established models – to estimating the potential rates of the market city council accommodation rentals. On this basis the market adequacy degree of the actual rates of commune’s premises rentals was estimated for the commercial, service, storage and public functions. Empirical researches were carried out on the local real estate market of the city of Olsztyn. In order to describe the phenomenon of self-moulding of the market business premises rental, one-way three-level and radial elementary function networks have been chosen. Analyses have revealed the relatively low degree of convergence between the actual city council’s accomodation rentals and adequate rentals potentially determined by the market. This degree was strongly diverse depending on the type of business being run in the premises, and the evaluation of its influence on the society and the urban economy.
